# Career Opportunity: Expert Positions for the Investing in Nutrition and Early Years (INEY) Phase 2 Program
The Indonesian Ministry of National Development Planning (Bappenas), in collaboration with the World Bank, is actively advancing the national agenda to combat stunting among children under five. Through the Investing in Nutrition and Early Years (INEY) program, the government focuses on elevating the quality of health and nutritional services for pregnant women, adolescent girls, and young children. As the program transitions into its second phase, the Directorate of Community Health and Nutrition at Bappenas is seeking qualified professionals to fill several strategic advisory roles.
## Available Expert Positions
Bappenas is currently inviting applications from highly motivated experts to support the implementation, monitoring, and policy development of the INEY Phase 2 project.
1. Liaison Officer for Key Government Stakeholders
This role acts as a primary bridge between Bappenas and key institutions, including the Office of the Vice President (Setwapres), the Ministry of Finance, the Ministry of Population and Family Development, and the Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK).
* Key Responsibilities: Coordinate verification protocols for Disbursement Linked Results (DLRs), manage multi-stakeholder integration, identify program bottlenecks, and report to the PMU Assistant Manager.
* Requirements: A bachelor’s degree in Public Health, Nutrition, Economics, or Public Policy; at least 3 years of experience in project management, monitoring, and evaluation; and proficiency in data analysis software (SPSS, Stata, or Excel).
2. Environmental and Social Safeguards Specialist
This position ensures the program adheres to international environmental and social standards to protect stakeholders and manage project risks effectively.
* Key Responsibilities: Facilitate the implementation of the Environmental and Social Commitment Plan (ESCP), manage grievance mechanisms, conduct stakeholder mapping, and provide capacity-building training on the World Bank’s Environmental and Social Framework (ESF).
* Requirements: A postgraduate degree in Environmental Science, Sociology, Anthropology, or a related field; at least 3 years of experience in social/environmental risk management; and strong communication skills with proven proficiency in English.
3. Monitoring and Evaluation Expert – PAUD HI Support
Focusing on Early Childhood Education (PAUD HI), this role is critical for measuring the program's impact and guiding policy adjustments.
* Key Responsibilities: Design monitoring and evaluation frameworks, establish accurate performance indicators, analyze longitudinal program data, and provide technical guidance to the PAUD Directorate team.
* Requirements: A master’s degree in PAUD, Management, or Statistics; a minimum of 5 years of experience in monitoring and evaluation within the education sector; and proven expertise in statistical analysis tools.
4. Public Policy, Advocacy, and Field Mobilization Expert
Supporting the Kemenko PMK, this role translates complex nutritional data into actionable policy recommendations.
* Key Responsibilities: Analyze large-scale national nutritional surveys (such as SSGI and SKI), draft policy briefs for high-level officials, and design innovative, data-driven programs to accelerate stunting reduction.
* Requirements: A master’s degree (doctoral degree preferred) in Public Policy or Public Health; at least 5 years of relevant professional experience; and advanced analytical skills. Candidates must demonstrate active English proficiency (minimum TOEFL 550 or IELTS 6.5).
